I assume I missed something but I was unable to get remote debugging or even the test connection working until I had manually signed all of the files in the c:Program FilesWindows CE Toolswce420SMARTPHONE 2003Targetarmv4 folder.

Basically this is what I did

I installed Active Sync 3.7.1 first

Then eVC4++ (which installed Platform Manager first)

Then eVC4 SP3 (I had tried SP4 earlier but had no luck there either)

The Smartphone 2003 SDK

Then Smartphone 2003 SE emulators

Then the Smartphone Developers Resources.

Following all of that I ran spdps /create /device which displayed the

expected text. (http://msdn.microsoft.com/library/default.asp?url=/library/en-us/dnsmtphn2k3/html/smartphone_security.asp)

Then I added the test certificates to windows

Then provisioned the device (rapiconfig)

Then Loaded eVC4 up, went to Tools and selected Configure Platform Manager

I selected the Smartphone 2003 device option Select Properties

Both items where set to Microsoft Active Sync Selected Test

Got an error dialog saying "unable to load device side components"

I then tried repeating some of the steps but nothing happened. I noted that one of the docs talked about a file called DebugPrep which appears after running spdps but I can't find such a file on my system.

As a last ditch attempt, I signed all of the files in the c:Program

FilesWindows CE Toolswce420SMARTPHONE 2003Targetarmv4 folder with the newly created unprivliged certificate.

I reloaded eVC4, and tried the Test option again for Smartphone 2003 Device and lo and behold it started talking. I then went and tried the various remote tools (which had earlier failed) and they worked. Woot!

Thing is, it strikes me that I must have missed something, and I shouldn't

have needed to sign all of those files by hand. Anyone?
