Bluetooth wireless problems

Hi, I am trying to use my imate pocket PC as wireless modem for my laptop. I have followed all the instrutions to set my laptop up for bluetooth modem and bonded with my imate(activesync disabled). When I select "programs", "wireless modem" and start on my imate I am supposed to get the <=> arrows showing on the top of the screen, as per the instructions. Problem is - Its not happening :? . Please can somebody help me to get this right?
