Samsung I600/Verizon Wireless

I have a I600 through verizon wireless. I have been trying to download some of these fantastic homescreens. My problem is this. I install the .cab file in the Accesories folder and run it from the phone. Its tells me the .cab has installed successfully. Then it sayd application install. After a few seconds i get an error saying installation failed. Its says i have inadequate permissions. I have called samsung and verizon wireless and both say its the other. Something about some of these not being digitally signed. Any ideas?? Thanks.
