HELP WITH SMARTFILTER on SMT5600!

i can install this program perfectly but i cant run it. it gives me this message all the time "Your smartphone is not fully unlocked. Please unlock your phone and run Setup from Desktop PC agian. Aborting."

i dont understand this......my phone is from cingular but its sim unlocked....i am using canadian sim (ROGERS) on it and it works....and when i checked using the "checklock" it says my phone is not locked...i have also tried running SDA_ApplicationUnlock.exe and the AECinfig.exe with DisableSecurity.xml....

and i cant seem to get the resetserurity.xml and running the DOS prompt.

ANY HELP???? i really want to use this program....
