Add registry entry from ini file

I don't know this is correct section but i couldn't find another place. I have a problem with ini file for creating cab file.

I want to add a record to registry of Smartphone 2003. This entry is contains binary data but i don't know how can i add binary data to registry.

How can i add this registry record into the ini file? I want to use this ini file for creating cab file with MS CabwizSP.exe

Also are there any tool for creating ini file?
