IMEI inaccuracy - physical -v- electronic

Got an XDA II with a strange problem. It's never been opened up, mint condition but won't log onto a GSM network. The physical IMEI on the backplate and the box is not barred in the UK ( it's come from Germany), the electronic IMEI from the phone is 17 digits and completley different, first 4 digits are the same range but rest isn't even close, and isn't a valid IMEI. Trying a ROM update now ( present was 1.04, most recent is 1.71 IIRC ), AFAIK IMEI's can't be adjusted / corrected on Himalaya so before i strip it for the screen anyone any ideas? Bug? Flash rom issue?
