Point is that cell info works perfectyly with other phones. For example all Nokia phones i have had previously, i could always have cell info on screen, but not with that "not-so-smart-as-it-should-be" Qtek 8310...

Cell broadcast is actually for sending broadcast SMS's. Special flags in the SMS can signal the message is to be displayed only, and not sent as an alert. Other flags indicate the type of message so the phone can interpret it and figure out what to do with it. These are defined at a higher level of the protocol.

It's likely that your provider is sending a flag the phone can't decipher and so it defaults to using SMS. There are tools to capture the PDU as it comes into the phone. You could try to use those to compare it to one from another network/user where it works as expected. But realistically that won't help much since u can't change what the network sends you!
