Creating LangPack

Hi.

I want to create a LangPack for SPV C550 Windows Mobile 2003SE.

I have heard that it is easier just to change the langpack of some already existing langpacks... are there any?!?

If so.. I'd be really glad for some instructions on how to start making the translation...
