I obtained the desired behaviour once by setting the HKCUControl PanelBacklightBatteryTimeout and

HKCUControl PanelNewPowerBacklightTimeout keys to 10 mins (600 000) - I don't know exactly if you need to modify both keys

but yes, it's ugly, and it seems to require a reboot (sometimes ;))
