Downloaded apps wont run on windows mobile 5

I am developing a gps app but....

My hardware: Juniper archer

My OS: windows mobile version 5

my problem: this gomuku game for windows mobile 2003 or higher wont run.

and this tutorial app(which runs well on my evc++ 2002 emulator) wont run too

my os says: this is not a valid pocket pc application.

Hmmm, so need to run setup in the pc, not transfer to juniper and run the setup.

So the exe I've written need a installer right?

Any recommendation what installer software i should use?
