You can modify the shortcut text to refer to another icon. The only issue is that the icon can't be a standalone image file but has to reside in resource file like a .exe or .dll (maybe other file types as well).

So if a shortcut is this:

28#"\Program Files\My5\My5.exe"

I can use the icon from another file by doing this:

28#"\Program Files\My5\My5.exe"?\windows\myfaves.exe,-101

So you may have to load all your icons into a .dll and then modify your shortcuts to refer to different icons in that .dll.
