Access home proxy from phone, can it be done?

What I would like to accomplish is access my internet connection at home bypassing tmobileweb internet access restrictions (1Mg download limit, have a faster connection, etc).

Is it possible to use the tmobileweb plan to have the phone "internet-aware" and then setup the phone connection to use my own proxy?

I realize I am confused and may be completely wrong so please help

It is possible to create a VPN connection with your phone but it is not possible to bypass the speed limitations of data connection on the phone. Even if you VPN into your home network the data connection on the phone is what connects you to the VPN. Your WIFI connection is the only way you can get faster data speeds on your phone.
