WM6 Emergency Dial

I'm after a bit of advice on whether the following is possible.

We have bulk purchased HTC Touch Pros with WM6 and only after we issued them, we were made aware that the team require access to an emergency speed dial facility on their phone. On their old nokias in an emergency, they would simply put their hand in the pocket, feel for the number 5 key (raised on most handsets) and hold in to dial a number which would record the call.

With the Touch Pros, is this possible to replicate. Obviously we can program a speed dial but it would need to be usable whilst the phone is locked (to avoid say pressing emails whilst in their pocket) and if possible assigned to a hot key for ease of access.

Is there a program which can purchase that would allow this or is something configurable on the device in its vanilla state?

The registry key HKLM\Security\ECall contains all numbers that can be dialled even if the device is locked. It will give you a prompt (indicating "this is an emergyncy number, press call to connect...blabla") and then dials the number as entered. Since you may need an internal (private) emergency number this may not be applicable for you though.

This may not be helpful on a touchscreen device anyway - for the smartphone version (no touchscreen) it works like that. Maybe there are other tricks to achieve a fast dial-out in locked state.

You can also use the voice-dial, but only via a connected headset. Long pressing the MIC button will activate voice dial and you can activate a voice tag (for any number in your phonebook).
