volume inconsistency

i just noticed that when i test my SMS tone using Settings -> Sound Settings -> Notification Sound... it's fairly loud. but when i apply it and actually receive an SMS, it's not as loud as when i set it up. i also noticed that when i set the SMS tone using WinMo (Start -> Settings -> Sound & Notifications...) it can't get loud enough compared to using Samsung's setup?
