It's MEID based handset. I think you can think that almost all the handsets coming from Samsung lately are MEID based since there is ESN shortage across the world. Even MEID mobile also has ESN which is called pseudo ESN because it's derived from MEID. This pESN is also used for the addressing/operation for the backward compatibility.
