I did have it originally when I was using the stock T-Mobile supplied ROM, but ever since I've started using MoDaCo ROMs, I cannot install it. You have to go here: http://code.google.com/p/android-scripting/ Use the barcode scanner to snap the QR Code. This links to the installable ".apk" file.
