is there a simple way to make an app cold boot persistent ?

like in symbol devices which tend to have \application directory which can be used to automatically reinstall apps after a cold boot.

I'm not sure I follow you. Do you mean, a way to automatically install an app after a hard reset? If that's the question, you should look into flashing & cooking roms...
