Customizable shortcut bar

Hi all,

Does anybody know where I can find a cutomizable shortcut bar like the picture below?

I think the one in the pic below belongs to a package but I'm not sure.

Was hoping to find it as a seperate cab.

I just did some more searching and I think it's a feature from Manila 2D.

Is there any way to extract it from the package?
