Opera Mobile is the Windows Mobile version of Opera, it renders pages at the device level. The Opera Mini browser is a Java based browser (any phone with Java can use this). Opera Mini renders pages through Opera's servers, thus is much quicker than Opera Mobile, but has less features.

Basically:

Opera Mobile: Windows Mobile Phones

Opera Mini: Any phone with Java

I personally prefer Opera Mobile v. 10. It's MUCH faster than v 9.5 but not quite as fast as Opera Mini. I would recommend that you try both, you may like Opera Mini more than Opera Mobile.
