I too would love this feature. It's pretty ridiculous. I know USB debugging is on. I don't need to be reminded, much less in two places... Even if the status bar icon couldn't be removed, at least removing the entry in the pull down menu would be satisfying enough. I'm guessing you've never actually tried this because it doesn't work. <_< In fact, the "Clear" button isn't even there since it's not a notification.
