I found this online via XDA-Developers.

Dual-Touch SDK for Resistive Screens V1.0 Beta

I don't think it is specifically for HTC devices as it did not mention anything about HTC.

Any chance this feature could be implemented to future apps for Omnia II?

OK. Uploaded it. Remember, this is a SDK which means you need to write an app to use the DLL file.
