PE Explorer

I,m using PE Explorer on the 30 day trial.

I can't see myself buying this nice program because my needs of PE Explorer are not worth the $129.00.

Is their another similar program I can use that will fit my Wallpaper, DLL file needs? ;)

Yeah that is crazy! If this was my business than I could justify paying that much, but this is something I do for fun so......

Honestly most of the time I use ResHacker (Free). The only draw back is that you can't view PNG files like the ones needed for the Today Screen. They just come up as code instead of the image.

EDIT: I found the Beta for the ResHacker 3.5 that is supposed to support PNG files. I have not tried it yet tho.

I'm not sure what your exact needs are, as PE Explorer does A LOT. However if you are in the market for editing images in dll and exe files then you might try XN Resource Editor. Oh BTW, its free.

PE Explorer has a twin brother, Resource Tuner: http://www.heaventools.com/resource-tuner.htm

Resource Tuner is actually a resource editor part of PE Explorer, with all the programming things left out.
