[ROM] T959UVJI4, another firmware release for Vibrant

Hi,

I was checking samfirmware.com website and saw a newer version of the firmware (T959UVJI4), however, they didn't say anything about it in the website

This was released only few days after the release of version 2 (T959UVJI2), but not sure what does it fix.
