[HELP] About Restriction on Registry

When playing with registry yesterday, I found something that I couldn't understand.

What this "Restriction" means?

[HKEY_CURRENT_USER\Software\Microsoft\Today]

"Restriction"=dword:00000002

[HKEY_LOCAL_MACHINE\Ident]

"Restriction"=dword:00000002

I tried to change it to 0 and softreseted but no effect...

Anyone here can explain it to me?
