So it isn't such easy to change the language with changing some files. But you can change the language of an app provided by cab very easy, if the dialog strings of the app are managed by a mui file.

Yes, german cabs. Please have a look if you can provide working/fixed cab for samsung settings from the latest official samsung release. I mean that one where you have 8 menu pages/tabs instead of two (like in older original roms).
