adding new langauge to my custom rom

Hi all,

I have been searching for a few days about adding a custom language ( Arabic for example ) to my existing ROM, people saying to add some fonts but that didn't work for me still text messages & internet & some other stuff i read Arabic as squares, also i dont want to install an arabized ROM I want only to add arabic langauge or the right fonts to read arabic litlle thing to add my HTC Legend phone is rooted with Android 2.1-update, any solutions please
