Text time problem?

hey guys i managed to use a custom ROM (sonblack)< thanks for the rom!

anyways

is there a way to use registry to get the time from 24 hr format to 12hr format?

and

when i text someone, i send by phone time but when i receive a text, it's 4 hrs behind my time

please help me witht his!
