I looked a while back for an answer to this, and there was no known way to change it. I went back to S2U2 as I like previewing and dismissing emails/texts without unlocking the phone, the full brightness was a bonus. :) If you stick with the windows lock screen, you can hold end down when its locked to increase the brightness.
