The request is now on their forum in proper Chinese thanks to user "v880老用户"

When I google translate the properly written request it comes back with, "We hope that the State Bank official who received the retail version of the great God to extract the ROM".

Slight false alarm.

The phone shown in the first post is on loan to a China Unicom employee and "belongs to his company" this may mean it's a demo unit and not the final retail build. He could not dump the rom as he had to give it back before he found out how.

The final retail units are not expected to be sold until next week.

The silver lining is that a lot of Hiapk users are now aware of Seb's romdump so we should be in a good position to get the ROM when it becomes available.
