It's certainly logical that having the Dalvik Cache on the SD card should result in a slower performance relative to an identical phone where the cache is being read/written from ROM. But it must be at the margins. I use Linux on a netbook and occasionally, as new releases become available, test them from a USB stick. Once loaded, there is next to no difference in response times - for normal use.
