Does this mean I can download apps from the market for free (the priced ones)? It appears I am able to proceed to the OK part but I do not want to incurr any charges on my mobile phone bill. Thanks

Root access allows you to change things on your phone that you're not normally allowed to change. This allows for greater customisation and is required by some 'power user' apps.
