Is there anyway i can limit the fps in certain apps?

For example i have an emulator called nes.emu , when i set the frameskip to 0 it goes at like 300fps or something stupid but when i set it to 1 there is a little bit of lag. When the frameskip is set to 0 and i am playing it through hdmi it does not shoot up to 300fps but stays at a normal speed , is there anyway i could do this without playing it through hdmi
