1- Nexus-Lab is an italian android comunity that, among other things, makes italian language packs for MIUI.

2-They only do language packs, they don't do ports. The roms for the liquid you find there are either Phoenix or Lens_flare roms.

3-They always release ROM + Language pack as separate downloads, so if you only download the ROM it's in english

4-They've been informed about the new iKrautDroid 2.3.9 port and they're working on an italian language pack, you can download the original english rom here: http://android.modaco.com/topic/352425-miui-239-by-ikrautdroid/
