Unless you can get a copyright holder to send him a notice or the Site that's hosting it threatens to take a down if he doesn't comply with GPL there's nothing we can do. Is there a thread somewhere for his rom or kernel? Xda (unlike modaco) has a strict policy regarding license violation so if it's hosted there...
