Ongoing issue: Must choose default launcher after each reboot

At first I thought the issue was related to Nova, but I just performed a complete 100% wipe on my phone and followed by a clean install of the non-cyanogen Jr11. Thought I'd give Go launcher another try and noticed the same thing happening.

This has been an issue on the last 3-4 rom versions. I don't reboot my phone often so it doesn't bother me that much, but would like avoid having to choose my launcher after each restart.

Any thoughts or ideas on how to fix this?
