Didn't think stock GB had swipe to dismiss.

Certainly superslim (B895 based) doesn't.

Is the notification/status bar and try look and feel controlled by the launcher or something more deeply embedded?

Yeah - AtomicMod is Gingerbread but with an ICS style. Also, the launcher and notification bar are completley different - The notification bar is controlled by

systemui.apk

Its in /system/app

 

Oh yeah, and

framework-res.apk
