As far as I know stk.apk is an Android app which somehow integrates with optional (?) capabilities implemented on the carrier's SIM. In my case it displayed nothing (or maybe FC'd - can't remember) until I put my SIM in. Once the SIM was intalled it gave access to SIM/carrier features such as Balance Check, Voicemail, Help etc. It's far from essential with my carrier and I normally freeze or remove it.
