FW B189 for Y300, is it an update?

On 8th january 2014 Huawei relased this FW, is this an update? Better than b199?

Nah man, I think they just re-uploaded this because(perhaps, maybe only my case) the B199 update was no where to be found/taken down for unknown reasons.
