ROM 4.1 Lollipop Style Framework SystemUI Lockscreen.. REQUEST

Hi all User's for modaco, Sorry for my bad writing but need your help dev.

I have one idea for create a ROM by Lollipop Style (Material Desing) Based in AOSP Android 4.1 for their stability.

self that version is lower (5.0.2 to 4.1) and the appearance not  complete 100% but working you can achieve something

Changes in Framework SystemUi Lockscreen etc. so as not to depend on APK 's they do not do the job completely and generates "lag " system.

Developer if you list any of the idea?

Can you port ART runtime to stock. If yes, will it be possible to work with ART runtime. If yes, tell me because design is not necessary for me yet
