I hate to ask a dumb question, but did you install the Arabic.exe file? That contains the T9 for Arabic and English.

i have installed it as well but there is no t9 :-( ..anywayz cann't we enable it or something or copy some files from older ROM to make it work!

It would require the ROM to be T9 enabled for the specific language.

You cannot install a T9 language on to the phone as a seperate app.
