Buzzing sound - Non Orange retail customers

I have been following the threads about the buzzing sound and people returning phones for replacement.

For the non-Orange retail customers, who do you contact about this? Is it Orange or your original seller?

Also, in terms of the "sale of Goods to Consumers regulations 2002" (which makes "orange care" very expensive insurance, and a rip-off for the "admin charge"), the retailer is responsible. Who would be classed as the retailer? Orange who supply and support the contract, or the people you got the handset from?
