I solved it after checking the registry and found that the "SuspendResume" was set to the old "GPRS_bye_if_device_off". Just change it to "~GPRS!" and that's it. That value obviously came with the build Gary cooked. The path is: HKLM/Comm/ConnMgr/Planner/Settings/SuspendResume, change it to ~GPRS! Soft reset after that. Thks yeh, it was like that in the last ROM too. search for SIPChanger on XDA. not an ideal solution, because although we can then change SIP's, we still cannot get to the SIP options... Just pressing on keyboard sign on bottom bar, pops up the keyboard selections with all keyboards available plus these installed. Now when you are on a document (notes) and Samsung keyboard is visible by pressing MODE it pops up available keyboard layouts and XT9 options. There was a registry change to allow input options in menu but I don't remember it any more. Now a question cause I don't' remember. Is default Samsung keyboard called MLKeypad or something like "Samsung Keyboard"? Here the default samsung keyboard is MLKeypad.
