Delete exe from windows directory

Hi I am trying to free up some storage space to install new application in my device memory.

I have read http://www.modaco.com/content/i8000-verizo...ry-on-omnia-ii/

So according to that; If I delete asphalt4.exe, and other exe from windows folder, I still cannot use the memory space.

The only way to delete and regain space by deleting apps from windows folder is by cooking ROM. Is this correct.
