I think removing the hover icon is already enough. 

The Quick Settings icon is actually useful. (to some people, like me)

I'm not able to remove the icon because there are some java string that need it and if i remove this hover will not work :(

An aospa developer :

If you have <insert random device here> and you want support for it, find a developer with the same device and ask for a port to it.
