Then you've installed some third party hack/tweak/app that changes that property. There used to be on option in developer option to toggle that property in previous CM versions but not in CM12.1 anymore. You could clear the property by removing /data/property/persist.sys.force_highendgfx (or 'setprop persist.sys.force_highendgfx true' in root shell).

Or you can always just do a clean installation following instructions in the third post of this thread.
